starrsoft install problem (missing dll)

is it possible for someone to remember what the fix was for winxx software when you get a message that the dll was missing I remember this and have been searching the forum and cannot find the answer My computer crashed and I had to replace it when I reloaded win 96,97 and 500 they all loaded with no problem and accepted my codes no problem but the computer will open the program without the right dll thank s for any help anyone can give including don
