Can anyone help me identify 108, today @ 10:00 Chesapeake 1 broadcasted a BOLO on MCall 5, my scanner indicated a patch to 108. The closest identified TG in the low 100's is 107 which is VSP Radio Techs.

I have only heard it once, and it was indeed radio techs. Probably wise of the dispatchers
to patch a BOLO to radio techs because they are additional eyes on the road, with instant communications back, in case they see something. Along those lines, that's another reason for all police communications to issue BOLO information on a clear channel. A homemaker washing
the dishes at the kitchen window sees the bank robber getting into a waiting car across from
her yard. Since she has just listened to her scanner, she knows to call in.
Some agencies are stupid, some are smart. The smart ones enlist all groups and
all citizens to help by broadcasting BOLO information unencrypted to all groups possible.

If the dispatchers know certain parameters available in the communications system (which I really
know little about) They may have seen on their consoles that radio techs were working in the exact
area the call was related to. Therefore, their talk group was included in the BOLO broadcast, no matter
how minor the offense. Just sounds like a smart move by the dispatcher.

Today once again heard them @ 10:00, sounded like a Statewide-ish roll call, I caught the tail end of VSP Division 6 and 7, DGIF, VDOT, Capital PD, VPA?. MRC, CBBT.

Sounds a little more complicated then. The talk group is listed now as radio techs on RR, but
108 was not listed when I first monitored it back a month or so ago.
I will listen for it more, but I mostly monitor
(from my home here in NC) the Halifax, Pittsylvania, and Campbell sites.
