While looking up some EAS info, I stumbled over the WI EAS page which shows a statewide lowband frequency of 45.12 MHz that can be used by local/county agencies to rebroadcast EAS information.

While I doubt that many (if any?) counties/cities are doing this, I'm including the RRDB link showing counties with an active license on 45.12 MHz.

May be worth a listen for those near one of the listings.

Dane county does rebroadcast EAS. They also use the same frequency to activate the different zones of tornado sirens.
