State Facilities Not On ARMER

So, what state facilities are not on the ARMER system? I was at Interstate State Park yesterday and they had an ARMER radio, but I am wondering about things like the Minnesota Zoo, Dakota County Technical College, etc. As of some months back, both the Minnesota Zoo and DCTC were still on analog, conventional narrowband FM. Does anybody happen to know if there are plans to switch ALL state operated facilities at some point in the future?

The regional state hospitals/treatment centers are looking to move to ARMER. Anoka Regional treatment center received an STA for there system after they found out they had been operating without a license. On the letter of explanation they state " this UHF system will be short lived as the Department of Human Services is in the midst of presenting a Participation Plan to the Statewide Radio Board to join the MN ARMER system."
