State moving to 700 mhz in 18

I have a friend who is a police chief he told me that the state will be moving to 700 mhz in 2018. Not sure if its going to be a new system or are they joining the current system that doc uses

The state is migrating to P25 phase 1 for sure. I have a thread about this, the consensus was that we assume the state will combine the old 800 system's channels with Delaware first net and have one big system. Bad news is if they make another simulcast we can expect major problems trying to scan a p25 simulcast system.
