Do State Parks Lifeguards (and/or Law Enforcement) use any simplex channels for 'site-specific' communications such as between the headquarters building and life guard towers or LE units at the same beach? I'm trying to monitor the goings-on at San Elijo State Beach near San Diego, but only have the wide-area repeaters that are listed in the database. Thanks!

Most likely they can operate simplex on the repeater outputs. There are also a few statewide tactical frequencies listed in the database. Unfortunately from my location I can only hear the mountain top repeaters.

The new tac channels are popular, tac 2 repeaters are popping up around as well.
