State Patrol - Spooner

I live in Northern Wisconsin and am trying to figure out how the State Patrol's radio system is set up. I can here the troopers very well on my handheld from all over the district, but can only hear Spooner on the Bennett, Iron River and sometimes Hayward towers. I have come to the conclusion that they have remote bases at the towers, which is why I can only hear Spooner when they are talking through the towers near me. On the other hand I can not figure out how the rest of the system is set up in order for me to hear troopers calling Red Cliff, Holcombe, Frederick and others that are way out of range. A couple weeks ago I was in Rice Lake and was able to clearly hear a trooper talking to Red Cliff. I was wondering if any of you know how it works.

Mobile units are repeated, dispatch is not.

When the comm center is talking, it is directly from a tower site to the unit(s) in that area. If you are too far away from that particular tower, you won't hear them.
