The reason is they run scenarios like car chases, felony stops and much more and people with scanners were hearing it and calling the media.

Same reason the USCG in DC went totally encrypted, they ran a drill and the media reported it as an actual incident after hearing it on the scanner.

Yes that actually does make sense. The Capt. of the Port at CG Station New Haven told me the story about the media in DC being an example for the encryption. Even though they continously say "this is a drill, this is a drill", sometimes there are inexpierenced monitors out there. I like your ending sentence, Jon. Very true.
