State Police DTRS w/ conventional UHF

Yesterday I heard a State Police unit come up on Simsbury PD's frequency. How do they do that if they're on a DTRS? Do they have a seperate UHF radio in the car?

East Granby Constables have UHF radios and SPD in the unit. They are HC Cars on CSP TRS

I'm not sure if this was an East Granby unit though. They identified as "state police to Simsbury PD".

it is possible that the CSP firing range in town has a SPD radio. That would be the only other likely answer short of just an individual (maybe a trooper living in town) having a UHF radio in his cruiser.
