The question is why do they list it at all. Channel, base, whatever. It's still an amateur exclusive use frequency.They list is as a channel or as a base freq? Two different things...
I don't know if I can offer any helpful tips, but I didn't have any trouble programming my PRO-197 with STARS state police talkgroups last March. I used the ARC500 software that came with the scanner, connected to the RadioReference database, and selected the towers and talkgroups for my region. I have no trouble picking up the troopers and the VDOT motorist assistance units that operate on the state police channels. So I know it's possible.Yes I did not mean to confuse anybody. Last night when I looked at the programing in my 996XT, the Base Freq were included but I do not know how they got there. I used Freescan to program that one. I was more wondering why so many people have problems programing STARS on some of the RS scanners. It can be done becuase I have seem them working at a couple of Radio Shacks. Just wonder if you have to do something special to program STARS.
