I used to work down along the river too like texasemt13, and you would not believe the amount of people that think they don't have to obey a police officer because they're in a Texas waterway. I haven't seen the drunken tourist yet to win that argument with New Braunfels' finest. It's usually funny to watch these belligerent people get caught up to the learning curve.
Many times, especially if the tourist is stubborn, they just let the persons float along their way. Now in New Braunfels, the Comal river is actually pretty short, so these people who think they fought the law and won, float around one more bend and
have to exit the river, as there are no more public exits beyond that. Well, as soon as the person gets out of the "Texas waterway" and steps onto city property once again, off they go to booking, as the cops are already there performing crowd and traffic control. And that's not to say NBPD won't come into the water after you either; piss them off enough and they will.
