Statewide radio system

Does anyone know why ND hasn't moved to a statewide digital system like MN's ARMER or SD's state radio system? I did a rough search of other states and it seems pretty much every state has a system that most state and local agencies can use. Has it even ever been proposed?

State of ND operates a state wide conventional digital P25 vhf radio system. We don't have a huge user base like MN has. This is simple and it works really well.
