Hi. Is the static during transmissions or between them? Can you take a video of it, so we can see / hear it?

Can you show us a video? It will be the best way to work out what is going on.

You said "hum". Does it sound like 60 hz hum? Try moving it to a new location and see if that helps.

It's going to be hard for anyone to guess what's happening without a recording or a really good description of what's happening, though.

Ray, i mean a phone not the tower.
with some phones, they seem to put out enough power to give buzzing sounds and humming to a scanner.

Is the scanner near anything plugged in like an old pc monitor? Only happen indoors? Do you live near a high power line? Do you have the exact freqs programmed or off by a .xxx? example 154.025 maybe you have 154.050? Are you correctly programming modulation types? AM/NFM/FM/Auto? Lot's of things can cause the noise.

I'd still move the radio to another place and see if that fixes it. You said you were in an apartment. That could mean a lot of types of buildings, but especially in more modern mid-rise buildings I've seen some really strong RFI coming from the AC line trunks that feed through the building to other areas. Depending on how the wires are run and how many units they're feeding (i.e. how many amps are involved) it can be a really strong hum signal. Generally moving the scanner to another room, or sometimes even just a few feet, will fix it if this is it.
