Understood, it was the word stealth that made me think there was an issue with it. In the U.S. for the most part, there aren't any legal issues with scanning. A few states have laws against mobile scanners but often exceptions are made for amateur radio license holders. Naturally, if a scanner is used to aid in the commission of a crime, that too is a crime.

Around here we call it "On Scene" monitoring.
Generally at or Close-by the Event ie: Stadium, Golf etc
