Stearns County Switch to ARMER?

Yesterday I noticed that my radio in my car was not picking up any of the Stearns County frequencies. Did they finally switch over? They had been using 155.625 and 155.775 and now I am hearing them on the player here but not on my radio.

they migrated in 2005. they may have just chosen to take their VHF assets off the air since most of their adjoining counties (Kandiyohi, Sherburne, Wright and Benton) have migrated to ARMER also making the upkeep of the legacy system something that is no longer needed.. Also, DNR has migrated which id imagine was a user of their VHF system even after the migration...

I think that it is expensive. Now I have to purchase a new scanner. Any recommendations for this area? I was thinking about the handheld one from RadioShack, the Pro-106. I have looked at some of the reviews and some like it, but then some do not. Trying to go cheap? Any further recommendations?
