It's not mode-S equipped or if so it does not transmit mode-S.

Those other sites receive filed flight tracking data from the FAA.

NASA ER2 mode C only

Basic Equipment and Operation
The ER-2 is equipped with UHF (ultra high frequency), VHF (very high frequency)
and HF (high frequency) radio systems for two-way voice communication.
A transponder with mode C altitude reporting enables Air Traffic
Control (ATC) surveillance radar to identify the aircraft via coded transmissions.

from this document https://www.nasa.gov/sites/default/files/189893main_ER-2_handbook_02.pdf

Since it operates a limited schedule and is generally above most traffic - probably no need to upgrade

Also I saw ATOM-1 WC-135B #61-2667 departing Lincoln Neb climbing slight Northwest then
dropped off radar. The USAF's only remaining Nuke sniffer plane.

Still not retired. Came down from North over Scotland and down into Mildenhall earlier today. I only heard routine ATC comms from it and nothing to say where it had come from (I've not noticed it since it went up over Canada). Callsign was again ATOM01
Maybe to do some monitoring during the Russian military exercise in the Northern Atlantic.

Within the area, which includes a buffer zone, the Russians have requested surface to 11000m

12:16 local RCH-177 KC-46 #17-46025 inbound McGuire from Charleston? half hour out call alpha 2
with a couple writeups. Was logged in from Europe the other day.
McGuire ground guys get tested to fix someone else's KC-46 from the 97th AMW.

12:44 RCH 3277 #07-7169 inbound Dover from DC from that VP cargo hop the other day.
Guess Dover and Mcguire have runways cleared of snow and open though Dover notam shows runway 32 still closed
till Monday and various parking spots and taxiways closed due to snow berms.

See USCG 02 GLF5 crossing the sea SW of Ireland departed here earlier this morning.
One good thing about Navy road show exercises by anybody is chance to snoop them far from their home..
News says Irish fisherman got exercise moved out of their economic zone.

Seems odd that an altitude would be given in meters over the North Atlantic.

Well I found this

The only countries still working in Meters are China, Mongolia, North Korea, and Russia and Tajikistan (in lower airspace)

Apparently the Russian aircraft only work in meters not feet. They had agreed to use feet above the transition level but I guess they do what they want.

0930- EGY 1102 (Egyptian AF C-130 SU-BAV) just went screaming over my house ( at about 1500 ft) on his way out. Went too fast by before I could grab my camera. Wonder how the crew enjoyed this weekend's snow?

Probably did not like it and are leaving in a hurry !!

That transponder is all over the place - goes from 400 feet to 126400 feet in less than 10 seconds....just saw a -900 feet reported.

So now we know the source of the mystery TicTac UFOs - they are coming from the Great Pyramids and they have given the technology to the Egyptian Air Force (who have installed it in their C130s).

What is really interesting is that while it jumps all over the place on ADSB exchange - the altitude remains accurate as I watch it on my Basestation software at my site.

What is the source for adsbexchange? If it's using multilateration for that aircraft it only takes one idiot who doesn't know their antenna location to pollute the calculation. This will often show up as a position which leapfrogs about laterally and less frequently with large vertical jumps.
