If that's absolutely an OV-10G... the two G models out there are Combat Dragon II SOCOM aircraft with USN aviators piloting. They might be testing new sensor capabilities or the like, conducting aerial surveillance and pre-strike recon testing/practice.

1940- Omaha 4 (US Customs UH-1 N72593 )-w/Omaha 5 (US Customs Bell UH-1 N72595) on "internal freq" (136.375). Omaha 4 reports they are
5 mins out and Omaha 5 has them in sight. Omaha 4 advises they are over the ferris wheel at the Nat'l Harbor Complex. They report that
unspecified equipment is on the narrow field of view.
