Almost every day aircraft advise TRACON that they hear broadcast radio bleed over on 123.825. I can hear the controller on the UHF side 254.25 and he just advised that there is going to be a frequency change in the coming weeks.

Probably a pirate station. There have been several taken down by the FCC, a couple in the Boston area, a couple in NYC and a few others in FLA. These pirates buy cheap transmitters with next to nothing for filtering and end up sending spurs all over the spectrum and especially in the VHF aviation range.
