On 2021-03-19 around 10:05 am, a Prairie Island squad car was stolen. By 10:11 am, they were able to make it so he couldn't transmit anymore by denying the radio access to all(?) sites. The radio really keeps trying to find a site that will let it connect. Eventually the radio gets an inhibit command (from Hennepin East!) and that is the end.

Is the radio now stuck listening for permission to start working again from Hennepin East? I see that at about 18:29, Hennepin East tried to tell the radio to register itself. There did not seem to be a response.

I can only hear half the conversation and only on some sites, but it was still kind of fun to make kind of a timeline of this:
10:01:10 Goodhue, Switch to Prairie Island PD Ops
<Encrypted talking on Ops>
10:01:48 Goodhue Switch to Goodhue Law Main 2
<Talking on Law Main 2>
<Squad Car stolen ~10:05>
<Lots of talking on Law Main 2>
10:10:53 Goodhue, Deny Transmit, I think because someone else is talking
<Working on shutting off radio>
10:11:39 Goodhue, Deny Transmit, site access denial

10:11:40 Dakota, Location Registration denied

10:11:40 Washington, Location Registration denied

10:12:42 Wabasha, Unit Registration denied

10:13:09 Ramsey, Unit Registration denied

10:14:37 Minneapolis, Unit Registration denied

10:15:33 Carver/Scott, Unit Registration denied

10:20:19 Anoka, Unit Registration denied

10:22:07 Goodhue, Unit Registration denied

10:22:08 Dakota, Unit Registration denied

10:22:08 Washington, Unit Registration denied

10:23:14 Rice, Unit Registration denied

10:27:59 Anoka, Unit Registration
10:27:59 Anoka, Radio Check
10:27:59 Anoka, Switch to talkgroup, denied
10:27:59 Anoka, Radio Check
10:28:00 Anoka, Switch to talkgroup, denied (repeatedly)

10:28:50 Hennepin East, Unit Registration (repeatedly)
10:29:06 Hennepin East, Switch to talkgroup, denied
10:29:10 Hennepin East, Radio Check (repeatedly)
10:38:02 Hennepin East, Inhibit Radio (repeatedly)

I assume those "(repeatedly)"s are because they are barely able to hear each other and keep repeating themselves.

Once the radio gets an inhibit command, it's basically bricked.

It's interesting that it was able to reach Anoka county from down by Prairie Island.

This twitter account posted some audio a few days ago. The guy was yelling some crazy stuff:
There is an ARMER site in Columbia Heights at '1,200 elevation on Ivanhoe Pl. That location is fantastic and house a couple of commercial repeaters and and a ham repeater at 444.750, but I don't know if that is still on-air.

I assume those "(repeatedly)"s are because they are barely able to hear each other and keep repeating themselves.

If I remember correctly an inhibited radio can roam among sites but is functionally limited to the single Zone where it received the inhibit command on Motorola systems.

I'd agree with you on the repeats, however I believe it's somewhat normal for an inhibit command to be repeated, at least outbound.
