Strange and interfering frequencies

I have a Yaesu 2900 and have heard things on frequencies that are unlicensed. One example is 166.375, 173.4 etc. There is also an FM station on 103.1 that interferes with 146.52. Are these channels that are 'ghosting' on others? I think the IF is 27.1MHZ but that doesn't work out to anything.

166.3750 is not unlicensed, this would be a Federal Government License (Not thru the FCC)
