i live in the northern neck and i have a pro433 and tonight i turned on my scanner and i hear really strange freq from richmond it was really strange and funny

Maybe here's why they were "funny"
410.1500 mhz. is a P25 frequency in the Edgewood, Maryland Arsenal trs you probably were hearing on a ducting condition. 151.4100 mhz. is not a valid FCC licensed frequency. The reason they sounded "funny" was because your scanner cannot decode P25 digital signals and it was not correctly tuned to 151.4150 mhz. which is a Region 2/5 state forestry analog repeater frequency. Region 2 covers the eastern/northern neck areas.
