strange decode on P25 PH2 900 System

this is what DSD+ sees (fast lane, current release) on a local P25 Phase 2 trunk (Florida Power and Light)

(for the record - I was under the impression this was a Motorola buildout.... but perhaps it's Harris.....)

any ideas why it's thinking there are MA/COM data bits in the stream?
