Strange phazing sound on HF

I've come across this sound all over the HF spectrum but cannot find any info on it. I'm wondering if it's related to the Chirp Ionosphere Soundings?

This is nothing new, I've been hearing that for a long time. However, I don't know what it is. Maybe someone else can chime in.

Agreed. There's one that must be quite close to me as it's S9+ all the time on 4250kHz - I use it for a performance check! I have an army base just about 2 km from here, an airforce base about 10km away and a military HF radio about 200km away with log aperiodics and broadband HF discones si it come from any of those! There is also a Wullenweber hiding in the trees over by the coast but that's only for eavesdropping.
