"Submit Changes" Does Not Work as Expected

I tried to submit changes to the Nevada, Yuba and Placer county listings but when I get to the data pull down menu it does not display the agencies that are already on the list (i.e. the ones I want to sumbit changes to)...I have never tried this before, is this normal behavior? The only option I have is to submit a new service which is not what I was trying to do.

Those counties are not in Nevada... might try the CA page. =p
