suenos music fest on event 1. event one only half encripted?

I was hoping to listen to the trafic from cpd relating to the suenos music festival but found out it was on event one
I went on to a stream with event one and found that you can hear dispatch / squad in the clear but nothing when the cpd field units talk.
why is this?

As noted in the RRDB for the OEMC system, Events 1 and 2 are partially encrypted with dispatch in the clear. If the units in the field are secure, you're obviously not going to hear them.

Yesterday while at work downtown, I discovered a Cap+ system in use at the Suenos Music Festival in Chicago's Grant Park. Here's what I was able to find:

451.7875 CC 5, LCN 5
451.8626 CC 6, LCN 6
451.6875 CC 7, LCN 7
452.1250 CC 8, LCN 0 (?)

LCNs were determined by my SDS100's LCN Finder. The SDS100 is stopping for traffic on all freqs above in DMR trunking mode. I don't ever recall seeing a system using LCN 0 before, not even sure there is such a thing as LCN 0. I couldn't find a license for this system, even an STA license.

It's a little late now, but maybe this information might be of some use next year if they use the same system.

461.1375 CC 4, LCN 4
