On topic, there is no way this character is going to be caught this time, so moving along, if he continues, the full weight of the law should be laid on him. Basically he got his one 'freebie'.

I have no sympathy toward scofflaws. It isn't my problem if you can't figure out what or what isn't legal. Try running a stoplight and telling the cop you didn't know it was illegal.

Record voices at test session? Geez why don't we call in homeland security to do an investigation. Being this was a one time random event, I think should just let it be. If it were to continue then maybe start an investigation.
