It sounds like K-5 is the Downtown Party - they have been dispatching a lot of medic cart responses for people dropping. Isnt that the open container zone?

The USAF Thunderbirds did three rehearsal fly-overs today at noon for the anthem on Sunday. Didn't have the scanner handy during the time they were overhead at the stadium...

I have been mobile a lot today, and I have noticed a few federal and FBI freqs active with communications in the clear

Federal Protective Services was very active downtown.
409.400 NAC 920

Customs and Border Patrol
Air 4 - 169.1625 NAC 293

408.4375 114 DPL - Analog

Many of the known FBI and Border control freqs have been active with mixed encryption and in the clear. I did not have a chance to document which ones, but they are in the DB below.

or as I tend to ask them, so what is the REAL Agency
This is a good tip. Remember that these huge federal agencies have some very elite operators and some folks who don't need so much training and handle the lion's share of the very mundane work.

I once met a man who introduced himself to me as "a Hostage Negotiator with the US Justice Department." Wow, that sounded very interesting. Tell me more, I asked. After many answers that avoided specifics (who could blame him, given that role), I was finally - after much prodding - able to deduce that he was in fact a jail guard in training at the local federal prison. Apparently the US Bureau of Prisons is part of the Justice Department. And each jail guard (or "correctional officer") receives a few hours of basic training in negotiations.

So in the eyes of this future jail guard, he was now "a Hostage Negotiator with the US Justice Department." How's that for playing up your role?

Another such example might be a "Tactical Operator handling Terrorist Intelligence Analysis and Field Interdiction for the Department of Homeland Security." AKA airport TSA screener.

I just heard a small aircraft being intercepted for violating the Superbowl Temporary Flight Restriction (TFR) - you can monitor future intercepts on VHF Guard frequency (121.5MHz AM).

At halftime, the CBP OMAHA aircraft are up with BIGFOOT (NORAD) and some fighters, maybe from Tucson, on 271.0 MHz...
