surveillance channel scrambled

I've been getting alot of surveillance chatter by me but it seems to be scrambled, is there anyway to hear it?

Wow this is strange
First I dont think Rich knows those freqs are part of the Suffolk trunked system.

Second I have the Suffolk trunked sys in my pro 95 and today on those same 2 freqs 866.23750 and 866.08750 witch are voice channels for the Suffolk sys, I was picking up what sounded like pagers. It would stop on those freqs and I would hear the pager sounds but it did not list any talk group. My scanner is a pro 95 and it is set to closed mode meaning it should only pick up the talk groups I have entered. These signals were not very clear.

I am definitly a n00b with trunking but I have the frequecies loaded on a pro 97 from the database on this site with win97 and the aplha tag said surveillance, then today the same frequency said detectives. I guess they scramble it on purpose

These 2 freq. have been used for some time

And yep, they are in as part of the Suffolk PD trunked system....BUT (here I go , off the medication) when I first got my 785D (w/ the card) approx 2 years ago, these 2 freq. were in the clear as (what appeared) to be some undercover work going on. P25 (digital signal) was on my scanner display. Now, as of late "ENC" is displayed next to the freq. and alternates with "NFM" as the voices are encrypted, therefore no way to understand them..as what ever these folks are working on, are not to be understood by us, with scanners.
To further mess with our brains, you will (sometimes) hear one side of the conversation in the clear, and the other side "ENC"...did this help anyone or am I off base? (wouldn't surprise me)..these 2 freq seem to be stand alone freq unless I'm missing the talkgroups also..again this wouldn't shock the monkey..I mean me..

Rich the way the trunked system you have programmed in works like this

You put the freqs in
you enter the talk groups in
and lets say you have this talkgroup "first precinct "

What happens is,,, lets say a first precinct officer calls headquarters
You will see first precinct on the display with any one of the freqs you entered, then when headquarters responds back they will show up on a different freq.If you know how to hold/lock a talkgroup on your scanner to only listen to the first precinct,you will see everytime someone keys up a radio on that talkgroup that they are on a different freq.This is normal
The system is run by a computer.Every time someone transmits the computer assigns them a freq.
I hope I explained it better this time

ENC means Encypted on the Uniden Scanners.

There is NO WAY to decrypt these signals....at least unless you have a bank of supercomputers and a good rate on your electric bill.

If you have compatible radios, a key variable loader, and most important and hardest to get: the correct key you can monitor encrypted signals.

However you are breaking a few laws.

I own Motorola Securenet radios with DES-XL encryption modules, they are very common on the used market. However without the correct key, it is impossible to monitor another persons or agency's securenet transmissions. Even if one digit in the key is off it will not work, and to load 56,000 keys trial an error is impractical. When I was in the US Coast Guard we changed keys every day, sometimes sooner, if they though it migt have become compromised.

This was 1989 technology, now the Feds use a system called Facinator, which every detail of it is classified, way more secure than DES.

DES and its varients (with the exception of DES-OFB) is 1970's technology.

In addition, its more like 16,700,000 possible combinations (times) the number of keys in use by the agency (times) formats in use.

The Feds also no longer use Facinator. That has been taken out of service for some time now replaced by AES (public format) and a couple of other stronger formats not available to the public.
