Suscom dispatch has been encrypted this after noon and still is. Are kent and Ncc the same? Hope someone just hit a button and it's not permanent

It looks like suscoms console is encrypted but not the units. I was also listening to kentcom and it seems they are in the clear. I'm not sure about up in ncc. I've noticed from time to time they hit the encrypted button for some reason.
