SW Transport & SW Road Tac Talkgroups

I see references a "SW Transport" Talkgroup and a "SW Road Tac" Talkgroup in Montgomery County's Tactical Interoperable Communications Plan 2017. Does anyone know the MARCS TGs for these two?

From a 2016 Miami Valley Fire/EMS Alliance Presentation:

"SW Transport": Talkgroup designed for use by transportation agencies when working on mass transport issues (evacuations/large event transportation plans).

"SW Road Tac": Talkgroup designed for use by public works departments when working together on a regional response (snow/debris removal).

Do you think these talkgroups are dynamically created when needed or are they predetermined?

Do you think the SW Road Tac talkgroup could be the statewide ODOT EOC talkgroup?

SW Road Tac would not be the same as ODOT EOC.
They should be existing talkgroups that we just haven't nailed down due to their seldom use.
I would say that they are in the same vein as these for Warren County:

48982	bf56	D	RG PW TAC	Regional Road/Public Works Tac	Interop
48983	bf57	D	RG TRANS TAC	Regional Transportation Tac	Interop
