System Keys, Quick Keys, and Number Tags

I need someone to help me understand these, the manuals still leave me confused. I know how to set them up, but I get confused with non-conventional systems because they seem to use number tags only.

Well, I am going to get the BCD996P2. I am currently using proscan for programming.
You might want to hold off buying any scanner until you understand the concept on how things work, particularly trunking systems. You might also want to invest in an SDS100/200 since you asked in the other forum about Allegan County, Michigan since this is a simulcast system and the 996P2 will leave you even more frustrated. I've programmed an SDS100 scanner for a retired friend who lives in Allegan County and needed something for simulcast sites.

how much would I have to charge for services? Something like the SDS100 or 200 would probably take YEARS to save up!
That's up to you. I see alot of large lawns there. You seem to be very confused by the entire scanner structure, simulcast and how things work. You buy a 996P2, don't know how the scanner needs to be programmed, then when it is, you'll be asking why "my transmissions are choppy". This leads to buying outdoor antennas, spinning around hoping you can get some decode you can understand. We've seen this frequently in these forums, so you might want to hold off until you can understand scanner programming structure, how trunking systems work, why you need a simulcast site capable scanner and so on. Don't make the jump yet until you do alot more research.

Listen, I'm not as scanner illiterate as you think, I understand simulcast system, I understand the scanner structure, and some trunking, I'm still learning about everything. I will find a way to work out the simulcast issues, but in the mean time, I'm trying to understand how these keys, and number tags work. If you don't want to help, then fine. I'm just trying understand the best I can about this. I would gladly get any SDS scanner if I had the money. I just need someone to tell me how to set it all up and what to do.

I'm listening, and reading. You might want to do the research before you purchase and "need "someone to set it up. Willing to help, but you need to have some working knowledge of how these scanners work. You Tube might have alot of answers, and you can see it in action.

You just received a link to a download about the scanner structure. Start there, give it a few days, read it once, twice, three times then watch some You Tube videos and it will eventually click. This gives you time to save the money for the scanner you really need. The information is all over the internet, radio reference etc. You can do it by yourself, without being in "need". Good luck...

How can a $400 scanner be within reach but a $650 scanner be so ridiculously out of reach?

You’d be well served to take the advice from @werinshades and stop getting an attitude because no one is jumping to give you the answer you “need”.

Number tags and quick keys are entirely optional and not typically something you need to worry about in your first round of setting up your scanner.
