Looking thru the Bell County, TX listings this morning and noticed while the majority of the system is D, in a couple of instances it shows T. But on TGs that usually are E on other systems, such as TAC and SWAT. Is there an advantage to T over E? I read there are a few instances of E being used sporadically, so its available...just wonderin?????

Yes: "T" (with no "E") is "in the clear". "E" (as in DE & TE) indicates full encryption: CAN NOT BE MONITORED.
in a nutshell the "T" is advantageous to the scanner listener while the "E" can be seen as "advantageous" to the agency concealing their comms from the public ;)

How can you tell the difference between a Phase I TG, and a Phase II TG?

Most software designed to track/decode P25 will have some sort of indication as to whether a talkgroup is FDMA or TDMA. Most newer Uniden scanners will also indicate the mode.
