Tac 11 in polk county iowa

I was listening last night to polk county and they were trying to find a subject over a Jester Park golf course. It was just getting good and they switched to "tac 11"... I tried in vain to find it on my scanner and even got the computer going to RR database and could not find it. Any suggestions.

You won't always find all the frequencies..............especially if they are encrypted

As an extremely active listener, that too caught me off guard. GID 1835 is the mysterious "Tac 11"

I initially thought it was tied into the MICS system (that also has a TAC11 channel) but I didn't hear it come up. This channel is new to me, so not sure what its purpose is at the moment.
