STRATCOM and the US Navy are routinely flying training and deterrence flights year round. This doesn't even include the USAF E-4B Nightwatch flights.

If they fly out with their transponders off, heading at military power for the open oceans in the Pacific and Atlantic, then going into a tight banking turn pattern, then get ready.

They regularly do that in exercise drills and send their VLF (I watch their VLF after often seeing the same message on UHF from the aircraft). Also, it is not unusual the see 4 of the aircraft up at once wandering about.
