Tacoma Public Safety Trunk (McNeil down?)

Well; for 3 days I scanned nothing but washington trunks -- and... didn't get one hit.
Tacoma/Puyallup Public Safety Trunking System, Tacoma, Washington - Scanner Frequencies
McNeil island ( the next island up, about 2 miles away) was shutdown as a prison...Could that tower also be down? If I manually enter their frequency (primary or secondary) it doesn't even crackle..(just had it tuned for over an hour)
Could that tower be down? how does one tell?

The only way to really tell is to use one of the trunking decoder software. If you sit on an an give system, it should tell you if any of the others sites are active and broadcasting a site Id and control channel.
