My guess is that he plotted tower locations into a GPS compatible file.
Sort of like "Points of Interest" where you find restaurants, but this one also shows tower locations.
I dont have a Nuvi but I know this probably took some work.

They're every license from the national TAFL files. The screen gets kind of hairy when you drive past the CN Tower though - there are nearly 300 licenses at its coordinates. Thankfully, the rest of the 300,000 POIs tend to be spread out a bit more.
The 'Ryerson University' post is actually the Ram in the Rye's (campus pub) security channel. Ryerson itself now operates on a 3 (maybe 4) channel uhf LTR trunk.
