If I understand correctly, the five digital talk groups in the range you mentioned are dynamic and can change. This means they might be assigned to one talk group one day and a different one the next. I also believe they are related to patching, though I'm not entirely sure how. Any new talkgroups being added to KSICS are being issued in the 6xxxx range. Not sure why but that's what we're seeing lately.
