I am goign to guess it's the Indiana State Police at the Capitol.

Indiana State Capitol Police(talkgroup 4608) who I used to work for before they went to 800Mhz trunking on safe-t.Capitol Police used by be on 154.025 when I was working fo them back in the 1985-1987.Back then we have a Motorola base station in the office, numerious vhf motorola handhelds, Old GE handhelds and we had to share our frequency with building maintence.The car we had used to be a Indiana State Police Car with a Red light bar on top and red wig wags in the back windsheld.Now The Capitol Police are now under the control of The Indiana State Police.Times have changed since 1985!!!
