I have a Wilson 1000 (just the antenna no base to screw into) and i just got a used 10 meter radio. My question is could I use the antenna on a pole as a starter base antenna. And if so what else should I do to it. I will not be using the mag mount base.

Doing some quick research on that antenna, it's 62 inches long so that makes it a quarter wavelength on about 45Mhz. Too short. I guess the base has a coil in it, so as is ... it won't work.

You could mount it on a non-conductive mast and add 37 inches of wire to it to make a ground plane, but you'll still need to run coax and make some radials.

I'd bail on that plan and just put up a simple dipole. Build one cheap or you could buy one.

Cut it for 28.450mhz and even without an SWR meter to check the matching, it should work pretty darn well.

234/28.450 = 8.22 feet on a side.

Save that whip for a future 6 meter whip or something for your police scanner.

If you included the base/loading coil, and provided a mount for that pole (properly insulated naturally) then it would only require it's 'other half' to work after it was re-tuned. The 'other half' would be a groundplane, or counterpoise of some kind. So it's certainly possible to use that antenna as a 'base' antenna. It won't be all that simple to use, but it's certainly 'do-able'.
A dipole is another option. And since I happen to be familiar with them, and have more wire than 'handiness' in making radials/groundplanes, that would be my first choice. Doesn't mean it would be 'better', just easier for me to do.
