Listening to calls at work (TPD 2601, occassionally 2603). Each call appears to be garbled to where you can BARELY hear anytying. Even as of late 2020/early 21, you could still hear.

So, have they adapted the "big E," or is it just simulcast distortion that's causing this problem?

What scanner are you using? It's likely simulcast distortion. I listen to Tempe PD daily as they are a nearby agency. I have not heard any encryption on their dispatch talkgroups 2601 and 2603.

If you can understand anything - even a single word or part of a word - you're not hearing encryption. So if that's the case, likely you are listening on one of the many scanner models that simply weren't manufactured with the hardware necessary to properly receive P25 simulcast systems.
