TN Dept of Environment & Natural Resources. They are just starting to begin transition to TACN. They run VHF analog and make heavy use of local fire dept systems, as well as VFIRE nationwide freqs.
TWRA is the Law Enforcement/Game Wardens. They run P25 on VHF and TACN. They have encryption capabilities, and do use E on TACN sometimes. It is not full time.
The database contains a separate entry for the Division of Forestry. A quick Google search revealed that it is actually part of the Department of Agriculture.
They are currently using a legacy system of analogue VHF hi band repeaters and mobile units, with UHF portables operating through vehicular repeaters. They're quite active in southeast Tennessee, the frequencies are in the database.
