Does it apply to handheld scanners? I know that most law enforcement folks would say, "Well of course it does," but take a look at the law.

It appears that it might arguably apply only to models capable of recording audio, but I don't think that's what Nashville intended. If the scanner does not record audio, it's going to be difficult to fit it into the definition of "wireless telecommunications device" or "stand-alone electronic device."
