Even after trying out a 3dB antenna similar to the ones the users of this system use I still had trouble getting reception. So I tried a side by side comparison of both scanners. Turns out the one in the car could barely pick up anything on the control channels while my other one could hear them just fine in the areas where I had been losing reception. Using that scanner I had clear reception of the system all over the county.

Did you make sure the attenuator settings matched? Swap the antennas? Swap the positions of the scanners? (Making sure it is not an antenna issue, or a signal null at the antenna. )

Yeah, I checked everything. For some reason it just seems that particular scanner just doesn't have as good of a receiver.

Swapping the two out between the car and house is working though. The one with the weaker receiver does great in the house where I have a strong signal from one of the tower sites.

The other one is doing great in the car with the Motorola HAF4017A antenna I bought. It actually does very well with our simulcast system and switches between tower sites fairly well which was a pleasant surprise.
