Washington Twp. (Morris Co.) and Tewskbury Twp. have a shared services agreement for Police services. I have no idea why it's a "shared" agreement, tewksbury isn't sharing anything.

But yes, Washington Twp PD covers the town.

Wash Twp. PD-2 (155.415 PL 192.8)

Forgot about the other question. This link should answer all your questions, about Franklin.

Washington Twp Morris and Tewksbury do not share police services. I believe you are thinking of Washington Township (Morris) who covers polcing for Calfion Borough (Hunterdon).

Tewksbury Township police utilizes Hunterdon County Police North (Chan 2) for their communications. Franklin Township and the Clintons utilizes Police Central (Chan 5) during the day (0700-2300) and switch to Police North at night.

The frequencies are in the Hunterdon County database.

RE Califton and Washington Twp (Morris):

Sounds like what a few townships and boroughs in Pa. have been doing for years.

One of the first such agreements in Chester County, Pa. was West Chester Borough providing services to East Bradford Township. In the past few years, East Caln Twp had PSP coverage, but in 2005, signed an agreement with Downingtown to provide police services. Modena Borough (population 250) recently signed an agreement with East Fallowfield to provide 24/7 coverage, replacing PSP.

If NJSP is having the same personnel deployment issues as what seems to be the case in parts of Pa., then I wouldn't be surprised if more townships and boroughs look into entering into contracts with neighboring munis for police services instead of relying on NJSP. (Part of the reason East Caln and Modena entered into their respective agreements was the slow response time from PSP; troopers from the Embreeville barracks were stretched thin as it was, and still are to this day).

A few years ago, NJSP attempted to get towns they provide general police coverage for, to start paying for it. A few towns whined about it and through their state legislators it was shot down.

I'm guessing that towns eventually will realize that NJSP won't do it forever due to manpower issues as you stated, so where ever the agreements are favorable to one another they do it. The other thing too is that the larger Depts. are accused of charging too much for the service, so that is a barrier.

In NJ everybody wants theirs so I doubt it will go very far. But on the flip side everyone complains about their taxes being too high.

In Morris County, Mount Arlington tried to share PD service with a larger Dept., such as Jefferson or Roxbury, but as usual the residents complained so the Mount Arlington force is still in place. The same thing with the Mendhams, the richer area of the county. The residents complained.

Personally, I think this should be forced on smaller towns to save money, but NJ law does not force the issue. If only are schools consolidated NJ would be a cheaper place to live. I do notice a few towns such as Mount Olive do share other services with smaller towns such as health and bldg. insp.
