AWIN is still phase 1, for now, but will switch to phase 2 "pretty soon" (Probably by the end of the year). The Bi-State Information Center looks to be analog still.

AWIN will begin transition to using TDMA by January but will be using both that and FDMA for a couple of years. Just like MSWIN though MSWIN is going to be switching faster and faster now to all TDMA.

According to Texarkana, Texas Police spokesperson Shawn Vaughn, the switchover to the new system occoured slightly ahead of schedule last weekend after the old system failed once again.

i believe this is more just a switch to awin and dps from an older system and not phase II , as stated awin is still phase I for now, and will remain in place for some time, i know nothing about dps though.

BSIC will be analog for a little longer but will have to upgrade to P25 or go over to EFJ/Kenwood to keep that system analog since Motorola discontinued the SmartNet and SmartZone formats.
