There are no FCC licenses with that name.
If they are using PLMR frequencies they are licensed under a different name.
Hard to tell in the pic but the antenna looks like a cheap fiberglass type with short ground plane radials. It could be UHF but there are some multi band amateur antennas like that.

Probably MURS and GMRS. Next time you see them, run close call or spectrum sweeper.
