TG 14600 in Canyon County

Im hearing something on all the Canyon County ICAWIN sites on TG 14600, sounds like some kind of audio patched from an analog (VHF?) fire or EMS channel, but unable to determine who it is or what its used for. Any ideas? Ive left it paused on that channel and it sounds broken, im unable to pin down which agency it is from

I heard it also on my HP-2 (mobile) sounded like garbled analog , might be a test?
