TG 60041-Make permanent??

This talkgroup has been mentioned in the TGID Unknown thread. Should this talkgroup be made permanent into the database, considering the only traffic being carried on this talkgroup is strictly radio testing? The radio techs are on the Norfolk tower again today with Unit 2 testing Norfolk/Elgin towers and Unit 4 roaming the Mitchell/Sidney towers.
