It's Darlington PD. Sometimes they can be heard on the Lexington simulcast system too. I think this may be a programming error on the Palm800 admin side because Darlington PD has to be pay for every site their talkgroup is allowed to be carried on, and this wouldn't seem like a very wise expenditure.
i have heard darlington pd on the effingham site as well as lexington and kershaw and lees site and i have heard them on richlands site i think its because they talk on it from columbia when they do a transport up there i have heard them sign out at jrubin in conway and gtown detention as well
