On my RS 106 I have LV CO SO , on some of the frequency's when the SO unit transmits it sounds like they are under water ( GURGLING), others are very clear & loud, is there a reason for this sound of under water ? Could it be that it may be their location when transmitting ?

Yes. Or some poorly configured radios, or any of several other factors.

change the band modulation to fm from nbfm, that has worked for some, go into your p25 menu and adjust the best you can, that has helped for some

We have this issue in Michigan (MPSCS). It can occur when they are using simulcast. They transmit on the same frequency, on several towers at the same time. Using a highly directional antenna aimed at your closest tower location can help sometimes.

The newer Uniden BCD435HP/BCD536HP scanners appear to have overcome this issue to a great degree.
